Putting aside morals and such of nukes, the terrestrial ICBMs are totally unnecessary when subs already exist and are out in the oceans carrying warheads that can devastate any country on earth. Yes, but for example the ICBM project is currently so far overbudget and overtime that it's near the cancellation. Sure they will pump as much money as they can but the effect is unknown and rather dubious considering the long string of failures plaguing their R&D for last 2 decades. Same with the retrofitting - it's a country that had problem decomissioning their old nuclear aircraft carrier recently.
