Hamas is the violent byproduct of all other forms of political outreach failing. Palestine has for generations made attempts at peaceful discord, that has done nothing to slow the encroachment of Israeli settlements.
I don't think this validates the attack of civilians, but it's perfectly foreseeable blowback. When words fail to bring the end of an untenable situation, people will violently revolt.
When there is a conflict between asymmetrically powerful states, the onus of peace lies with the state that has the ability to make compromises. Instead of trying to make peace, the Israeli state has advocated the violation of international laws. They have protected Israeli citizens committing violations of human rights.They have done basically everything possible to provoke attacks, including sabotaging the ability of Palestine to form less radical forms of governments.
An apartheid state will never be at peace, and the cyclical nature of conflict will continue to haunt the region until the Israeli state figures that out.
