My understanding as a non-aviation person is that they expect process rules and safeguards to make QC unnecessary. Instead they have “Quality Management” and “Quality Assurance”.
A typical management delusion that they can save money by implementing more bureaucratic processes and getting rid of skilled employees.
If this is true it could kill Boeing. I'm not sure the DC-10 scandal was worse and that killed MD.
