War on drugs never works. This is a massive gift to British organized crime.
I don’t like that concept. Ban it for everyone, or keep it legal.
- The suggestion is to target the creation of future addicts, while not forcing current addicts to go cold turkey.
  
  I'm not advocating one way or another, simply pointing out your second sentence is literally not the point of the proposal.
