Many consumer 3D printers, especially well-known ones like RepRap's, or Prusa or Voron, are open-source designs made to be assembled from general-purpose pieces. Many people already make them in this way. Whoever came up with this didn't do a basic background check on the tech...
The whole thing is fear mongering. The libs genuinely believe you can make a fully automatic AK-47 in .50 caliber ("Just upscale the barrel lol") out of resin.
If you are determined enough, you can make anything. You absolutely can't just download a file and print an AK-47, but anybody who is disgruntled enough can find a way to kill someone.
