Will China beat America in the artificial intelligence race?

They say that he who creates AGI will control the entire world. I wouldn't want America to dominate earth with their misaligned AI.

I would want China in control even less. They are actively genociding people and don't believe in freedom.

  Here's ya proof I'm not. They used 9/11 to justify the patriot act that they used to kill privacy. Fuck em. And the probably also killed JFK. I hate em just that I hate em less than the CCP.
A disadvantage that China has over the USA is a larger list of things not to talk about and greater consequences from the government if the AI does this.
How does the artificial intelligence race work? I know certain aspects but feel like I don't know it all.
If anyone doing an arms race wins at AGI literally everyone gets mulched, so I hope nobody who is, does.
