Yep. Top German engineering schools are free even for people on student visas. Only like one or two are not. I looked in to it a while ago but I'm sure many are still free.

Computer science is so broad you have some truth to your statement. It's more science in the way math is a science as math is one of the underlying building structure of computer science. It also deals with languages and syntax so that's also a subset of science.

Some comp sci people are technicians, computer engineers, some being computer researchers, data scientists, etc

Some even free too
