Also I'm not seeing that flag, personally. And in fact, looking at the dress more closely I see there are five colors (black, white, light pink, dark pink, teal) but no repeating pattern. Okay, well technically there's a repeating pattern, but it's quite long (D=dark pink, L=light pink):
you can see it repeat the first nine colors again, and it just happens that the photo really does capture the last stripe of the dress (confirmed with another Getty photo).
We can also see the colors in a lot higher fidelity compared to the C-SPAN stream which shows that any similarity to was just an artifact of video compression. I'll admit my eye for color isn't the best, but the light pink and blue seem to unambiguously be the shades from . The deep pink looks like the color used in to me, but it's missing the shades of purple and blue and that doesn't explain the black stripes at all.

Wonder what the menswear guy has to say. Probably trousers are too low, making tie too short while the knot should be bigger, jacket should be looser around the chest and buttoned (probably why it's unbuttoned aide from going from sitting), jacket sleeves too baggy . Maybe improved by shoulder pads and double breasted suit to make him look more imposing than out of shape.
